Maharashtra: Rohit Pawar Alleges ₹5,000 Crore Navi Mumbai Land Scam

Pawar has alleged a ₹5,000 crore
land scam involving Maharashtra Social Justice Minister Sanjay Shirsat in Navi Mumbai, sparking a
fresh political controversy.
Allegations Against Minister Sanjay Shirsat
Shirsat, a Shiv Sena MLA from Aurangabad West
and party spokesperson under the Eknath Shinde-led faction, previously served
as Chairman of the City Industrial and
Development Corporation of Maharashtra Ltd (CIDCO). Pawar claimed that
during his tenure, prime land in Ulwe, Navi
Mumbai worth around ₹5,000 crore was cleared in favour of the Bivalkar family.
The land parcel, located near the Navi Mumbai International Airport, was
originally reserved for building nearly 10,000
affordable homes for the poor. Pawar alleged it is now being diverted
for luxury housing projects, depriving common citizens of housing benefits.
Historical Background of the Dispute
According to Pawar, the Bivalkar family was
gifted over 4,000 acres of land by the
British in 1816 for supporting them against the Maratha Empire.
Multiple attempts to reclaim the land had been rejected by authorities in 1994, 1995, 2010, and 2023.
However, Pawar alleged that once Shirsat
assumed the role of CIDCO Chairman, he “made the impossible possible” by
approving 15 acres of land for
the family in the very first CIDCO board meeting.
Legal Loopholes and Court Battles
Pawar further claimed that the family used
legal loopholes to convert a political
inaam into a personal inaam, declared parts of the land as reserved forest to bypass the Land
Ceiling Act, and fought multiple cases in court. While the Bombay High Court delivered a favourable
verdict in 2014 with compensation, the Supreme
Court later granted a stay on the matter.
Pawar’s Criticism
Rohit Pawar alleged that the government
ignored local project-affected farmers, who are still fighting for their 12.5% rightful land share, while
benefiting the descendants of those he described as “traitors of the Maratha
Empire.” He termed the move as a betrayal
of Maharashtra’s sons of the soil.
Neither Shirsat nor Deputy Chief Minister Eknath Shinde has yet responded to these
allegations.
